Borough Flags to Fly at Half Staff in Honor of Gen. Colin Powell

A Messsage from Mayor Hepkins:


The Borough Flags are being flown at Half Staff until the end of the month in honor of General Colin Powell – American hero, Diplomat, National Security Advisor, Chairman the Joint Chiefs of Staff and Secretary of State – who passed away on October 18, 2021.

He served our country as a soldier in the U.S. Army (and earned two Purple Hearts for being wounded in Vietnam). He would rise to the rank of four star general. He officially served thereafter in cabinet positions under Republican Administrations. He then broke ranks to endorse both President Barack Obama and Joe Biden after serving under and endorsing Presidents Reagan, George H. W. Bush and George W. Bush.

Our country owes him a debt of gratitude for being a trailblazer and pioneer in being the many of firsts. In addition, he will always be remembered as a consummate gentleman. May his legacy continue to encourage us all in what is good and right in America, and may his soul forever rest in peace.

CAADC Weatherization

CAADC Weatherization Program Helps Low-Income Households Become More Energy Efficient

October is National Weatherization Month. Weatherization provides a cost-effective permanent solution for reducing the heavy energy burden on low-income Americans. As the cold weather approaches, most families across the country are turning up their thermostats to combat dropping temperatures. For low-income families, however, cranking up the heat is not always an option. According to the U.S. Department of Energy, these families pay 16.3% or more of their annual incomes for energy compared to 3.5% for others. However, Weatherization can help low-income families save an average of $283 per year. The Weatherization Program is available to help make low-income households more energy efficient.

The Weatherization Assistance Program in Delaware County is administered by the Community Action Agency of Delaware County, Inc. (CAADC). The program provides quality energy education and home conservation modifications. CAADC also provides Weatherization services in Lebanon, Chester, Montgomery and Lancaster Counties. Edward T. Coleman, Chief Executive Officer of CAADC, urged, “This program can make a real tangible difference immediately to those already on a strained budget and continue to help them in the future. Delaware County Launches Wellness Line for Assistance with Public Health Topics

Delaware County has launched the Wellness Line to assist residents with COVID-19 related questions and concerns as well as other public health-related topics

The Delaware County Wellness Team can:

  • Assist residents in locating convenient COVID-19 vaccination sites
  • Assist residents in locating convenient COVID-19 testing sites
  • Add homebound residents to the homebound roster for at-home on-site vaccinations
  • Answer general questions about COVID-19 testing, vaccinations, and booster shots
  • Answer general questions about public health-related matters
  • Help residents locate public health resources

The Delaware County Wellness Line is open Monday through Friday, from 8:30 a.m. to 4:30 p.m.

In addition to responding to phone calls, the Wellness Line also responds to emailed inquiries.

FDA and CDC Authorize Booster Dose of COVID-19 Vaccines to Certain Adults

Harrisburg, PA – Following an in-depth approval process by the federal government, the Pennsylvania Department of Health today announced that booster shots of the Moderna and Johnson & Johnson COVID-19 vaccine will be available to certain adults. These decisions follow action in September approving Pfizer vaccine boosters.

“Vaccine providers across Pennsylvania have supplies of all three safe and effective vaccines ready to administer booster shots today to those who are eligible,” Acting Secretary of Health Alison Beam said. “I am impressed by the tens of thousands of Pennsylvanians who are stepping up every day to get their first, second or third dose of vaccine to protect themselves, their loved ones and their neighbors against COVID-19.”
The CDC recommends booster shots for certain groups of individuals:

Individuals who received Moderna or Pfizer vaccine are eligible to get a booster, if it has been at least six months since your initial series of two doses, and you are one of the following:

Individuals who received the Johnson & Johnson (Janssen) vaccine are eligible to get a booster, if it has been at least two months since their initial dose.

Regardless of which brand of vaccine received for the primary COVID-19 vaccination, individuals are able to take any brand of booster dose.
Individuals who have questions about getting vaccinated are encouraged to talk to their doctor or other trusted healthcare professional.
Last month, Acting Secretary Beam signed an order to ensure that vaccine providers are prepared to start scheduling COVID-19 booster shots upon CDC authorization.

There will be an adequate supply of the vaccine for eligible individuals and Pennsylvania vaccine providers are prepared to administer doses now and schedule appointments. As with other healthcare services, patients may need to schedule appointments in advance.

“These vaccines remain our best strategy to stop the spread of COVID-19,” Beam said. “If you are fully vaccinated you still have protection. Getting a booster dose will increase your level of defense. If you have family and friends who are not yet vaccinated, please encourage them to talk to their doctor and consider getting vaccinated now.”

2021-2022 Low-Income Home Energy Assistance Program (LIHEAP) Now Open

The Low-Income Home Energy Assistance Program (LIHEAP) helps low-income families pay their heating bills. Households in immediate danger of being without heat can also qualify for crisis grants. The cash grant is a one-time payment sent directly to the utility company/fuel provider to be credited on your bill. These grants range from $500 to $1,500 based on household size, income, and fuel type. LIHEAP is a grant. You do not have to repay it. To receive help:
• Apply between Oct. 18, 2021 and May 6, 2022.
• You don’t have to be on public assistance
• You don’t need to have an unpaid heating bill
• You can either rent or own your home

How to apply. . .

There are two ways to apply for LIHEAP:

Online: Apply for benefits online using COMPASS at COMPASS HHS Home, the online tool for Pennsylvanians to apply for health and human service programs and manage benefit information.

On paper: You can download a paper application, print it, fill it out, and return it to your local county assistance office – find yours at CAO Contact. After your application is reviewed, you will receive written notice explaining your eligibility and the amount of assistance you will receive. Please allow 30 days for a response.
