Public Safety Committee Update on the COVID-19 Pandemic – May 2021

I hope this communication finds you and your loved ones in good health and spirits as the COVID-19 pandemic has been a difficult and unusual time for us here in Yeadon and around the nation. As Co-Chairs of the Borough’s Public Safety Committee, Councilor Dr. Dolores McCabe, Council President LaToya Monroe and myself wanted to share some information and updates on where we stand with handling the COVID-19 Pandemic during 2020 and 2021.

Earlier on in the crisis, the elected members of the Public Safety Committee coordinated weekly virtual meetings with our Borough Solicitor, Chief of Police, Chief of Fire, Emergency Management Coordinator, Public Works Director, and Borough Management to make certain that we were gathering the most updated relevant information to protect all Yeadon residents and Borough employees.

These Tuesday meetings also allowed Dr. McCabe, Council President and me to get a better understanding of what resources to leverage from our county, state, and federal colleagues for our Borough. At the onset of the pandemic, we were able to allow our voices to be heard over others which resulted in a flood of support. As Mayor, I declared a Borough State of Emergency to comply with the Governor’s mandates, which was only to help with reducing the spread of the deadly virus and again ensure Public Safety.

Through this Public Safety committee, we lobbied for many lifesaving resources to address the needs of our beloved Borough that we were elected to serve. Councilor Dr. McCabe and I were VERY ADAMANT to make sure that all of the things listed below were priorities to accomplish, and we were successful:

  • Our residents had access to COVID-19 testing time and time again through the Black Doctors Consortium and other avenues where over 700 residents were tested that we coordinated.
  • Our Borough remained SAFE during civil unrest at a time that we have never seen before by increased police patrols;
  • Our residents would have an extended period to pay their Borough taxes at the 2% discount rate through our Tax Collector’s office of Mrs. J. James;
  • Our first responders and essential staff members of the Borough had the appropriate PPE gear needed to provide services to residents at all times;
  • Our most vulnerable population had access to meals through “Grab N Go’s” and food giveaways (over 20 events throughout this difficult time).
  • All Borough media outlets were ramped up with a plethora of information to assist residents with county, state, and federal services, even sending push notifications through Delco Alerts;
  • Our residents who unexpectedly lost employment were connected to officials who could assist with unemployment compensation issues;
  • That Delaware County officials provide more resources, which landed the ONLY county run Health Clinic in OUR Borough to address COVID-19 related issues;
  • We had Yeadon residents specific COVID-19 vaccinations conducted where over 1,700 residents were scheduled for vaccines through our call centers;
    Our Borough facilities were cleaned thoroughly with COVID-19 approved products;
  • We still conduct the quarterly Mayor’s Citizen’s Forum as an outlet for residents to remain actively engaged and receive updated information related to COVID-19 and the Borough.

These are just a few of the many things done while still making sure that the business of the Borough continued and, we offered a safe environment to live, work, and enjoy. As we start to see the light at the end of the tunnel of normalcy, we will continue to increase these and more efforts. COVID-19 has truly been an eye-opening experience for us all. It has allowed us to change in ways we thought we could not to survive but has also made us stronger.

We are currently awaiting the disbursement of the Borough’s share ($1,140,000) of the President’s America Rescue Plan Act Funds that will allow us to increase our Public Safety and infrastructure efforts in the Borough. Borough Hall is now bright with additional lighting and we are closer than ever on our Borough-wide Camera system.

Yeadon is on the MOVE and ready to continue to move once we all have our vaccines and the CDC restrictions lessen. As always, the Public Safety committee meets the fourth Saturday of each month at 9:30 a.m. and we look forward for you joining us to hear more about our efforts.

Exercise Face Covering

Health Department Statement on Updated Universal Face Covering Order

The Chester County Health Department – which continues to provide critical guidance and resources to Delaware County – supports the updated Universal Face Covering Order issued by the Pennsylvania’s Secretary of Health on May 3, 2021, with the following modification:

Individuals engaging in high exertion OUTDOOR activities, including but not limited to, athletics, exercise or play activities, are NOT required to wear masks when actively engaged in those activities.

COVID-19 Vaccinations at Mercy Fizgerald

Drive-Thru Vaccination Appointments Available at Mercy Fitzgerald This Wednesday and Thursday

Drive-thru COVID-19 vaccination appointments can now be scheduled at the Mercy Fitzgerald St. Bernard’s Hall/Friendship Circle vaccination site (on Mercy Fitzgerald’s Campus) in Darby.

Appointments are available Wednesday, 4/21, and Thursday, 4/22, from 9 a.m. to 6 p.m.

Over 1,700 appointments are being made available.

The Moderna vaccine will be used for all appointments. Adults ages 18 and older are eligible. Masks must be worn on site.

Residents must visit delcopa.gov/vax or call the COVID-19 Call Center at (484) 276-2100 to schedule an appointment.

CHIRP Grant Extension

Deadline Extended for CHIRP (CV-19 Hospitality Recovery Program) Applications

The CHIRP (CV-19 Hospitality Recovery Program) application deadline has been extended to Friday, April 16th at 3:00 p.m.

Delaware County is receiving approximately $6.4 million in funding to provide grants to eligible Delaware County businesses through Pennsylvania’s COVID-19 Hospitality Industry Recovery Program (CHIRP).

This grant program is open to businesses in NAICS Code sector 72:
• 721 (Accommodations)
• 722 (Food Service and Drinking Places)

Grant amounts will be awarded in increments of $5,000 and will not exceed $50,000.

This is not a first-come first-serve program!

Grant applications will continue to be accepted through Friday, April 16 at 3 p.m.

Delco Emergency Rent Assistance

Delaware County Emergency Rental Assistance Grant Program

Delaware County’s new Delaware County Emergency Rental Assistance Grant Program assists renters who have suffered disruption and loss of income due to the COVID-19 pandemic. Funds are distributed on a first-come, first-qualified and approved bases. Funds must be distributed by the end of 2021.

Assistance is available for financial obligations incurred after April 1, 2020.

People with language and/or physical or related challenges can request assistance with application submission.

COVID-19 Update

Delaware County COVID-19 Vaccination Update

On Saturday, April 10, the County will be opening a large-scale community vaccination clinic at Delaware County Community College. The site will be operational each weekend for as long as needed. This site is the sixth vaccination site for Delaware County. All six sites are by appointment only.

Under the Governor’s direction, Delaware County is currently vaccinating residents in Phase 1A and Phase 1B.

Please note that the county has simplified the process by which residents can receive the vaccine.

Previously, all Phase 1A residents were required to pre-register through the Chester County Health Department and were then contacted when an appointment became available.

With the transition to Phase 1B (and to Phase 1C on Monday, April 12), combined with the significant increase in doses from the State, we are now allowing residents to schedule appointments directly through our COVID-19 website — pre-registration is no longer required. Residents just visit our County website at delcopa.gov/vax and, when appointments are available, can simply choose the date, time, location, and vaccine type.

Note: The county will continue to add new appointments as quickly as vaccines are delivered to the County by the State. Thousands of new appointments have been added in the past 10 days and tens of thousands will be added each week. The County is asking residents to be patient. Delaware County is getting more vaccines, but the demand still exceeds the supply.

Based on current and expected allocations from the State, the County plans to vaccinate 20,000 people (10,000 Johnson & Johnson and 10,000 Moderna and Pfizer combined) per week, with a goal of 140,000 vaccinated residents in seven weeks.

Statement regarding possible Delaware County Mass Vaccination Site 
at Delaware County Community College

The Delaware County COVID-19 Task Force is currently evaluating plans for mass vaccination sites in the county. Recent news reports have prematurely reported the Delaware County Community College (DCCC) campus will serve as such a site. While the DCCC campus is anticipated to be such a site, no final decisions have been made.

If the DCCC campus is selected as a site, the public should understand that DCCC would serve as the host but will not be involved in the operation of the site, administering vaccines, or scheduling appointments. DCCC will have no ability to help residents secure appointments.

Beginning next week, Phase 1A and 1B Delaware County residents interested in receiving the vaccination through the County of Delaware will be directed to schedule an appointment though the County’s COVID-19 website.

Note that Phase 1A individuals who previously pre-registered with the County are advised to review their email inbox for the latest email from Delaware County, which will include newly opened appointments. These appointments will be available on the afternoon of Thursday, April 1.

Residents are reminded that over 30 active vaccination sites are operational in Delaware County, including County-operated or partnered sites in Aston, Chester, Springfield, Radnor and Yeadon. Residents can find a comprehensive listing of vaccination sites on the Delaware County COVID-19 website at delcopa.gov/vax.

Delaware County COVID-19 Testing Updates: Last Day at Mercy Fitzgerald is March 31; Upland Extended to April 30

Delaware County is conducting public drive-thru COVID-19 testing at Mercy Fitzgerald Hospital in Darby and the U.S. Army Reserve site in Upland during the week of March 29.

Both sites use standard mid-nasal PCR Nasal Swab test kits. There are no out-of-pocket costs or co-pays for COVID-19 testing at either site; however, individuals with health insurance are asked to please bring an ID and their insurance card. Masks or face coverings must be worn.

Note: After several months of continuous testing, the Mercy Fitzgerald COVID-19 testing site will be permanently discontinued on Wednesday, March 31. No additional testing will be conducted in partnership with the County of Delaware as of 6 p.m. on Wednesday.

Also note: The AMI Expeditionary Healthcare partnered site at the former U.S. Army Reserve site in Upland has been extended for on additional month of testing. Originally scheduled to close on Saturday, April 3, the site will now remain fully operational through Friday, April 30.

Mercy Fitzgerald (Darby) Site Details

Testing is free and is available for insured and uninsured individuals 12 years of age or older who live or work in Delaware County and have COVID-19 symptoms, were exposed to COVID-19, or are considered critical/essential workers. Individuals must pre-register at www.delcopa.gov/testing to receive a test at Mercy Fitzgerald.

COVID-19 test results typically take between 3-5 days. Faster results can be obtained by registering online through the MyHNLAccess portal. Details about the registration process can be obtained during your test and on the MyHNLAccess page that is linked at www.delcopa.gov/testing.

The Chester County Health Department Disease Investigation team may call those individuals who have a positive test result to complete an investigation.

AMI Expeditionary Healthcare (Upland) Site Details

Testing is free and available on a first-come, first-serve basis for individuals 3 years of age or older. Individuals are not required to show symptoms of COVID-19 in order to be tested and do not have to be county residents. No appointment is necessary, registration will be completed on-site.

The turnaround time for testing results is between 2-7 days. Individuals who test positive will receive a phone call from AMI while individuals who test negative will receive a secured-PDF emailed to them from AMI.
