The voter registration DEADLINE for the November 3, 2020 presidential election is October 19, 2020. If you have any questions or concerns call 1-877-VOTESPA (1-877-868-3772).
Mail-in and absentee ballot APPLICATIONS for the November 3, 2020, general election must be received by your county election office by 5 p.m. on Tuesday, October 27, 2020. The Voted Ballots must be received by your county election office by 8 p.m. Tuesday, November 3, 2020.

The Bureau of Elections supervises the conduction of elections in Delaware County, Pennsylvania. The office prepares machine ballots, programs voting machines, processes and issues absentee ballots, oversees district election workers, and maintains county and local candidate filings for elected offices. Delaware County will be offering drive-thru and walk-up COVID-19 testing for residents on August 25, 26 and 27 in Prospect Park.
Testing will be conducted by trained medical staff utilizing a nasal swab (PCR) test kit.
Testing is available for residents 12 years of age and older who have COVID-19 symptoms, have been exposed to someone with COVID-19, or who may be symptomatic. Testing is open to all residents and individuals who work in Delaware County. Critical and essential workforce—including first responders, healthcare system employees, grocery workers—and those at higher risk, including residents over the age of 65 and those with pre-existing health conditions, will be given priority.
Testing is available for both insured and uninsured residents. There are no out-of-pocket expenses or co-pays for those with health insurance. Please bring your insurance card to the testing site. A prescription from a doctor is not required. Upon arrival, residents will need to complete a registration form and a consent form. Residents are required to wear a mask/face covering at the test site.
Test results typically take up to 5-7 business days and will be sent by mail. Effective August 11, residents have the option of receiving test results faster through an online portal hosted by HNL Lab Medicine. Residents who elect to provide an email address will be able to create an online account on the MyHNLAccess portal at https://myhnlaccess.force.com/Patients/hnlloginpage where they can access their results. Residents who test positive will also receive a call from the Chester County Health Department.

Heavy rain leading to flash flooding will be possible today into this evening.
Hazardous Weather: Showers and thunderstorms today and tonight will be capable of heavy rain. Much of the region is more vulnerable than normal to flash flooding due to the heavy rain last week, so it may not take as much rain today to cause flash flooding.
Locations affected: The highest risk for heavy rain leading to flash flooding is across northern Delmarva, much of southeastern Pennsylvania, and portions of southwestern, central, and northern New Jersey (see the attached graphic).
Timing: Although showers and thunderstorms will be possible through the day and overnight, the period of greatest concern is this afternoon and this evening.

In light of the effects of Hurricane Isaias on our region, Delaware County Emergency Services, along with neighboring counties that affected by flooding, havs been working with Voluntary Agencies Active in Disaster (VOAD) partners to establish the Hurricane Isaias Home Cleanup Hotline to support affected homeowners.
Residents should call 1-844-965-1386 (toll-free) to provide details about the extent of storm-related damages. The information will be shared with volunteers from local disaster relief organizations, community groups, and faith communities who may be able to help.

These services are performed by volunteers and will be provided at no cost to the resident. Service is not guaranteed, however. Resources are limited. After providing your information to the Hotline, you may be contacted by a representative from a participating organization who will determine if they are able to provide help.
The Hurricane Isaias Home Cleanup Hotline will remain open through Friday, August 28, 2020. Calls are answered by volunteers generally during business hours, but residents can call and leave a message at any time. A volunteer will return the call as soon as possible.

A Telehealth Helpline has been set up to provide emotional support to early learning professionals in Delaware County.
The helpline is staffed 24 hours a day, 7 days a week by mental health professionals to assist early learning professionals living or working in the county. The call is confidential and may be anonymous if the caller prefers.
Early learning professionals can call the line to discuss their concerns, stresses, depression, etc. or can call if they just need to talk to someone who will listen.

The Delaware County Planning Department (DCPD) recently completed its draft Delaware County Housing Plan (2020). This document will be officially adopted as a component plan of the County’s comprehensive plan, Delaware County 2035 (2013).
The Housing Plan is a long-range strategy to provide adequate housing solutions for all citizens in Delaware County. The plan takes stock of existing housing and the factors that have influenced its location, type, and condition. It also examines the County’s current housing needs as well as trends likely to influence housing needs in the future. The Housing Plan outlines actions the County and its municipalities can take in the near and long term that are in line with the broader goals of Delaware County 2035. The Delaware County Housing Plan draft is currently available for public review and comment until August 26th, 2020. Please refer to our website for the date of the public hearing and adoption by County Council.
