Police Civil Service Examination
Full Time – Police Officer

The Borough of Yeadon is accepting applications for the position of Full Time Police Officer. Applications can be obtained from the Yeadon Borough Police Department located on the first floor of the Yeadon Borough Municipal Building or downloaded below. The applications will be available from Friday, October 27th, 2023, through Thursday, November 16th, 2023, during regular business hours: Monday to Friday 8:30a.m. to 4:30p.m. or online until applications are due to be returned.

All completed applications must be returned to the Yeadon Borough Police Department (600 Church Ln, Yeadon PA 19050) or via email to Lt. Shawn Burns at sburns@yeadonpd.org no later than 4:30pm Thursday, November 16th, 2023.

Applicants will be required to take and pass a written examination which will be given on Saturday, November 18th at 9:00 am.

Testing will take place at the Delaware County Community College Police Academy Campus. (901 S. Media Line Rd, Media PA 19063) This test is based on standard MPOETC information, the testing room number will be announced the day of the test. Those who score 70% or above will be invited to participate in the physical agility test which will be graded PASS/FAIL. The date and location for the physical agility test will be announced once the written test scores are finalized.

JOB TITLE: Borough Manager

Department: Administration

Reports to: Borough Council

Date: September 2023

Job Description:

This is an advanced level administrative position in the Borough of Yeadon and shall oversee all administrative management and functions of the Borough. Assignments are varied and require the application of independent thinking, initiative, and organization as well as advanced problem-solving abilities. Work involves daily contact with Borough residents, elected officials, members of the business community as well as frequent interaction with all levels of Borough staff. The Borough Manager shall be the chief administrative officer of the Borough. The Borough Manager shall be chosen solely based on his or her executive and administrative qualifications, with special reference to his or her training and/or experience in municipal management.

Primary Responsibilities:

  1. Be responsible to Council for carrying out all policies and programs established by Council.
  2. Direct and supervise the administration of all departments and offices of the Borough, except as otherwise provided by law.
  3. Approve the disbursement of funds appropriated by Council and report to Council on such disbursements at regularly scheduled Council meetings.
  4. Appoint and, when he or she deems it necessary for the good of the service, suspend or remove Borough employees and appointed officers, except police, on the basis of merit, except as otherwise provided by law.
  5. Work in collaboration with Borough Solicitor and Borough Engineer.
  6. Make such recommendations to Council concerning policy formulation as he or she
    deems desirable.
  7. Prepare and submit the annual budget to Council together with such explanatory
    comment as he or she may deem desirable and administer the approved budget.
  8. Keep Council and the public informed as to the conduct of Borough affairs.
  9. Prepare the agenda and attend all meetings of Council with the right to take part in
    discussion when recognized by the President of Council.
  10. Negotiate contracts for the Borough and sign such contracts on behalf of the Borough
    upon the approval of Council as authorized by law.
  11. Perform such other duties as are designated by Council.

Required Knowledge, Skills, and Abilities

  • Proficient in basic math skills;
  • Strong computer skills in Microsoft applications;
  • Ability to use office equipment, such as computers, telephones, copiers, and calculators;
  • Ability to keep sensitive and privileged information confidential; and
  • Excellent interpersonal skills and ability to be courteous and respectful while dealing with the public.

Preferred Minimum Training and Experience

  • Associate’s Degree (preferred);
  • Excellent customer service and communications skills;
  • Familiarity with Microsoft applications; and
  • At least five years of experience working in municipal government and/or as a management.

Physical Demands

  • Lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Walking or standing is often necessary in carrying out job duties.

Working Conditions

  • Most work is done in an office environment. There may be occasional exposure to temperature extremes, dust, and outdoor events with some evenings and weekends.

Other Requirements

  1. Submit all information necessary for a background and credit check; including but not limited to, a child abuse clearance from the state of Pennsylvania;
  2. Submit to a drug test at time of hire and periodically during employment; and
  3. High energy and self-motivated and needing minimum supervision to complete tasks.

Library Job Opening: Youth Services Coordinator/Youth Services Librarian

Youth Services Coordinator/Youth Services Librarian

Full time plus full benefits

The Youth Services Coordinator works under the direction and supervision of the Library Director, providing quality programs, collection development, reference and outreach to the community, in a professional and courteous manner. A flexible schedule requiring evenings and weekend hours is required.

Responsibilities include:

  • Coordinating and running the programs for the youth services. This includes planning and presenting engaging and age-appropriate summer learning programming, as well as an after- school program.
  • Responsible for public relations and marketing duties relating to youth programming.
  • Responsible for the department budget.
  • Supervise and coordinate Teen Advisory Board Programs and meetings.
  • Develops guidelines and standards for youth programming.
  • Works with community groups, schools, day cares, parents, teachers, etc. to keep them informed of services available to youth and to work cooperatively on projects of mutual interest or benefit. Cultivate and maintain partnerships with local schools, childcare providers, and other youth- related organizations to promote reading and digital literacy.
    — Play a role in library’s community engagement efforts.
    — Identify library and literacy outreach opportunities and develop appropriate response. ➢ Stays informed of activities and services for children and families within the community.
  • Maintain an awareness of trends and developments in youth services, issues affecting children, and general library services. This includes actively pursuing self-development in library services and programming for children and youth; staying current with emerging technologies and how they relate to trends in youth programming (e.g. coding, Minecraft, STEAM, etc.) and libraries in general.
  • Recommends books, periodicals and other materials for youth collections.
    — Build and sustain a high-quality, appealing children’s collection; selects new materials for the juvenile collection with the support of professional and popular review sources, as well as publisher’s catalogs; maintain and develop the library’s collection of toys and digital games.
    — Stay current with children’s and young adult literature by reading widely and keeping up with current trends in library services to children and teens.
  • Participates in local, state or national organizations for youth service, such as but not limited to Pennsylvania Library Association and American Library Association.
    — Attends conferences, workshops, and reads professional literature to stay informed on issues related to children’s library services and creative learning activities, active use of Internet resources. Keeps informed on trends in library services and professional organizations.
  • Participates in other library activities and perform other duties as assigned by the Director.

Job Requirements:

  • Effective verbal and written communication skills.
  • Ability to perform multiple tasks concurrently.
  • Knowledge and skills to develop and conduct STEM/STEAM programming OR eagerness to learn.
  • Knowledge of children’s literature.
  • Experience presenting literacy-based and creative learning programs to children and families.
  • Previous working experience with children, preferably in an early education or elementary education environment, is essential. Experience with tweens and/or teens is a plus.
  • Highly motivated and detail oriented.
  • Thorough knowledge of trends relating to youth service.
  • Regular and dependable personal attendance and punctuality are essential for demonstrating leadership and accomplishing library goals.
  • Current driver’s license. 

Note: This job description is not intended to be all-inclusive. The incumbent may be required to perform other related duties as required to meet the ongoing needs of the library.

Essential Physical Requirements:

• Generally, the employee must be able to lift 30 pounds from ground level to waist level and be able to push/pull cards weighing up to 120 pounds.

All library positions require the following clearances:

  • Report of criminal history from the Pennsylvania State Police.
  • Child Abuse History Clearances from the PA Department of Human Services.
  • Fingerprint- based federal criminal history submitted through the FBI.

Experience and Training Requirements:

  • ALA-accredited MLIS or equivalent degree preferred, but not required, with at least 1 year of library experience.

Compensation and Benefits:

Full time salary between $33-$36,000 depending on education, and experience. Benefits include health insurance (100% employer paid), vacation days, 3 personal days; sick leave, 10 holidays; continuing education opportunities.
