Voting by Mail in Delaware Count is Quick, Convenient, and Secure

Delaware County Elections reminds voters that voting by mail in Pennsylvania is quick, convenient, and secure. Last November, more than 58,000 Delaware County voters participated with vote-by-mail ballots, accounting for more than one-fifth of all ballots cast.

Voters who wish to vote by mail must submit an application to request their vote-by-mail ballot. The application must include valid ID. Ballots are NOT mailed to voters automatically, even if the person voted by mail previously.

To apply for a vote-by-mail ballot, Delaware County-registered voters can visit the Delco Votes! website at delcopa.gov/vbm and complete the online application or download and complete a paper application.

Voters can also receive, fill-out, and submit a vote-by-mail application in person at the Voter Service Center, located on the first floor of the Government Center Building, at 201 W. Front St., in Media, PA.

If approved, a voter will be scheduled to receive a vote-by-mail ballot for both elections to be held in 2023 – the May Primary and the November Municipal Election—weeks before Election Day. For the upcoming May 16 Primary Election, vote-by-mail ballots are scheduled to be mailed to voters in mid-April.

Once received, voters will find that completing a vote-by-mail is easy, though voters must be sure to follow these three steps to ensure their ballot is counted:

  1. Mark the ballot.
  2. Place the ballot in the white secrecy envelope and seal that envelope.
  3. Place the secrecy envelope in the Ballot Return Envelope, and sign, date and seal that Return Envelope.

Once completed and properly sealed, Delaware County voters have several convenient options for returning the ballot. Vote-by-mail ballots can be returned to the Bureau of Elections through the voter’s regular mail carrier, mailed back at any USPS Post Office or blue box, delivered in-person at the Delaware County Voter Service Center in Media, or dropped off at any of the County’s more than three dozen red, white and blue drop boxes located in municipalities across the County.

County ballot drop boxes are scheduled to open on May 1 for the May 16 Primary Election. All Delaware County drop boxes are ADA-compliant and under 24/7 video surveillance.

Please note that the deadline to apply for a vote-by-mail ballot is May 9, 2023—one week prior to the May 16, 2023 Primary Election, and voters will have until 8 p.m. on Election Night, May 16, to return their ballot to the Bureau of Elections. Ballots must be RECEIVED by the Bureau by 8 p.m. on Election Night, so voters are advised to return their ballot in-person or through a County drop box instead of relying on USPS near or on Election Day. By law, ballots that arrive after 8 p.m. cannot be counted.

Residents Wanted to Serve on Yeadon Zoning Board

The Borough of Yeadon is currently accepting applications of residents interested in serving on the Zoning Board.

All applications are due by 12/13. Candidates may either (1) explain why they should be selected for the position at the Caucus Meeting on 12/16 at 7:00 p.m., which will be held via Zoom, or (2) submit a written statement to the Borough Manager by 4:30 p.m. on 12/13, which will be presented to Council at the Caucus Meeting. Please be advised that presentations are limited to three minutes.
Zoning Board

A Zoning Board member is appointed by Council for a five year term, one member’s term should expire each year. There are a total of five people on the Board and up to no more than three alternates. Alternates serve for three year terms. The Board meets as needed and is responsible has exclusive jurisdiction to hear and render final adjudication on matters; such as, code officer enforcement appeals on permits, the administration of a floodplain or flood hazard, applications for variances, etc.

The Delaware County Cold Weather Plan (CWP) is in effect from November 1st to April 1st. The CWP describes how we coordinate to provide cold weather education and other services for those who are vulnerable and homeless in Delaware County. Many of the services described are in place and operational regardless of the temperature, however, in times of severe winter weather, overflow shelter beds, when possible, are made available and expanded outreach occurs. The Delaware County Department of Human Services, Adult and Family Services coordinates the County shelter programs and oversees the Winter Shelter Plan (WSP) for homeless persons. In addition, the County Office of Intercommunity Health and the County Office of Services for the Aging (COSA), both provide other services and education to the community regarding cold weather survival.

Initiating the Winter Shelter Plan:

The goal of the WSP is to ensure that vulnerable homeless people come in from the cold and are warm and safe. Delaware County does not formally declare a “Code Blue.” The three shelter programs listed below are experienced and practiced in sheltering persons during severe weather situations. If they cannot provide shelter directly, vulnerable persons are referred to other programs for the evening.

This happens when the temperatures reach 32 degrees or below and programs implement their extended services hours, expanded outreach and overflow beds practices.

Expanded Outreach

During Code Blue conditions, Outreach staff will circulate in areas frequented by homeless persons. The goal of the Outreach Team is to locate homeless persons and bring them to safety in a warm facility. Overflow shelter beds will be utilized for identified homeless persons before other alternatives are explored. Persons identified during outreach activities are required to complete a Coordinated Entry Assessment and are encouraged to engage in ongoing services for homeless persons to stabilize their housing needs. Outreach services are provided by Horizon House, 24 hours a day, on a rotating 5-day schedule. Horizon House can be contacted at (267) 671-4357.

Community Education and Awareness

To ensure that the Delaware County community knows the resources available for residents during the winter months and where to find those resources, the following education and awareness activities take place:

Homeless Services Coalition, Adult and Family Services annually updates, produces and distributes the Emergency Shelter Resource Directory. The Directory details shelter programs, the referral process and their Winter Shelter Plan role if applicable. This directory is distributed countywide to police stations, municipalities, county and local government offices, libraries, elected officials, school districts, etc.

The Delaware County Health Department – Provides information to help people avoid medical emergencies, such as hypothermia and frost bite. 484-276-2100 (Available 24/7) or www.delcopa.gov/health

The Delaware County Office of Services for the Aging (COSA) – Extends outreach to senior citizens, conducts outreach and wellness checks on vulnerable seniors and prepares and distributes the pamphlet “Winter Weather Warm Up” – Tips to Staying Healthy in the Cold Winter Months.” Cold weather tips can also be heard on COSA’s informational-only weather phone line (610) 872-1558 from December 1 through April 1 each year. Community Action Agency (CAADC) – The County’s official anti-poverty agency can assistant economically disadvantaged eligible households through their weatherization program. On a limited basis, CAADC can provide heating oil assistance and can assist people in applying for the Low Income Home Energy Assistance Program (LIHEAP) which helps people afford their winter heating bills.
