New County Job Programs Provide Funding for Small Businesses and Unemployed

Summer Camp Solution” & “Back to Work Bonus” programs to receive $350k in funding

Delaware County Council unanimously approved two DELCO Summer 2021 programs spearheaded by the Delaware County Office of Workforce Development and the Commerce Center that will provide $350,000 in new economic funding for Delaware County small businesses and unemployed residents. The two programs—”Delco Summer 2021: Summer Camp Solution” and “Delco Summer 2021: Back to Work Bonus”—provide urgently needed money to individuals working hard to recover from the impact of the COVID-19 pandemic. Both programs are effective July 1.

The Delco Summer 2021: Summer Camp Solution program provides $100,000 in $1,000 camp credits to unemployed caregivers. While they seek employment or transition back to the workforce, caregivers will have the peace of mind that their children are in summer camp. Unemployed residents of Delaware County with children under the age of 15 are encouraged to take advantage of this program. Summer Camps are also encouraged to participate in the program by applying online. Residents and Summer Camp organizations can access resources, including applications and an update list of approved camps, at https://pacareerlinkdelco.org/summer-camp/.

The Delco Summer 2021: Back to Work Bonus program provides $250,000 in incentives to employees of small businesses who are hired between July 1 and September 30 and remain employed for at least 30 days. These incentive payments allow small businesses to be more competitive in hiring this summer by allowing employers to offer sign-on bonuses of up to $250 per new hire, up to five new hires per employer. A total of 1,000 incentive payments, in the amount of $250, are available immediately to small businesses that qualify. Small businesses are encouraged to apply at https://pacareerlinkdelco.org/back-to-work-bonus/.

In addition, County Council approved a related Delco Digital Literacy series proposed by Workforce Development in the amount of $60,000. Free digital workshops help adults gain the skills needed to access information and services online, especially related to employment.

In all, the three programs provide over $400,000 in federal funds to help Delaware County. Program details, including application requirements, eligibility, and deadlines are available online at https://pacareerlinkdelco.org/.

County parkland purchase

Delaware County Moves to Create Largest County-Owned Park

County will acquire 213-acre property at Don Guanella site in Marple Township

Delaware County Council has begun the process of creating the largest County-owned park with the introduction of an ordinance to acquire the 213-acre parcel at the former Don Guanella School. The County’s move comes after development of the site was unanimously rejected by the Marple Township Board of Commissioners twice in recent months. The County will secure the new park, which will provide immediate and ongoing substantial economic and environmental benefits as it improves County residents’ quality of life, by paying fair market value as part of the process of eminent domain.

“We are enormously pleased that we will be able to secure one of the last large tracts of open space in densely populated eastern Delaware County for use as a public park,” said Delaware County Council Chairman Brian Zidek. “Even prior to the COVID pandemic, we knew that open space – including parks, trails and bike paths – bring real economic and environmental benefit to our community and this park will dramatically improve our County’s quality of life.”

The new park will protect the site’s extraordinary old growth forest and benefit all County residents, but particularly the approximate 14,000 who live within one mile of the property and the estimated 53,000 residents who live within a two-mile radius.

“For almost a decade, area residents have waited anxiously to see what was going to happen with the land at Don Guanella, especially since our community is nearly completely built out. Saving these amazing woods will be welcome news for everyone,” said Richard Jones of Marple Township. “I know that everyone who enjoyed this natural space previously could not be happier that the County is going to secure this land permanently as a public park. It’s the best possible outcome.”

In addition to the substantial benefit the new park will bring to its nearest neighbors and the community at large, the preservation of open space will bring economic and environmental benefits as well. Studies confirm that preserved open space brings direct economic benefit in the form of tourism dollars, related employment, and nearby retail earnings as well as increased property values of surrounding properties.
