The Board of Assessment Appeals and five auxiliary appeal boards are currently hearing reassessment appeals from the new assessments mailed to property owners on July 1. The new assessments are the result of a court order that mandated Delaware County to undertake a reassessment of all properties within the County, establishing new assessments effective January 1, 2021.
The deadline to appeal the new assessments is September 1, 2020. All appeals are subject to the Board’s Rules and Regulations that are available on the Board’s website or by calling the assessment office. Appeals must be postmarked or hand-delivered to the assessment office no later than September 1, 2020.
William Penn School District students in grades 7-12 will have the opportunity to participate in an Empowerment Experience virtual program to address feelings around race relations and social injustice and how students are impacted.
The Empowerment Experience, entitled “Forward Focused: Better Together,” consists of three 90-minute interactive virtual experiences offering a safe space and opportunity for students to honestly process and express their feeling and to be provided with the tools to allow for reconciliation and to become positive change agents in the community.
There is no cost to William Penn School District students, but registration is required and students must commit to attending all three sessions. The first series of sessions are scheduled for September 9, September 16, and September 23. The sessions will be provided by The Potts Group, LLC. Interested students may go to the district website to register or contact their guidance counselor.
Our country is at a crossroads as it relates to race and equality. It is imperative that we do not ignore that our students are being impacted and need a safe space and opportunity to achieve the following objectives:
• Honestly process and express their feelings.
• Get equipped with tools for reconciliation.

The Stream Smart Stormwater House Call program creates opportunities for improved stormwater management on private property in densely urbanized watersheds where most of the land area is occupied by single-family homes. Our program will help educate you on stormwater pollution and provide an opportunity to have a stormwater audit/assessment of your property.
The audit/assessment will identify changes you can take to reduce stormwater runoff leaving your property. Each audit/assessment will provide owners with a detailed report regarding the current stormwater situation on the property, and the various best management practices you can take to reduce this impact.
The audits/assessments are provided by representatives from one or more than one of the following organizations depending upon where you live. You are welcome to call the contact person noted for your watershed organization to get more information about the Stream Smart program.

Absentee Ballot (Reason Required)
Registered voters who are either too ill, hospitalized, on military deployment, or will be away from their designated polling area, will need to apply for an absentee ballot. Registered voters who may vote absentee include:
College Students
People whose work or vacation take them away from the Municipality where they live
Those with a physical disability or illness that prevents them from going to the polling place
Members of the military
People who may have a conflict due to the celebration of a religious holiday
Online: Registered voters can apply for an absentee ballot online with a valid PA driver’s license or photo I.D. from the PA Department of Transportation (PennDOT).

The Bureau of Elections supervises the conduction of elections in Delaware County, Pennsylvania. The office prepares machine ballots, programs voting machines, processes and issues absentee ballots, oversees district election workers, and maintains county and local candidate filings for elected offices. Delaware County will be offering drive-thru and walk-up COVID-19 testing for residents on August 25, 26 and 27 in Prospect Park.
Testing will be conducted by trained medical staff utilizing a nasal swab (PCR) test kit.
Testing is available for residents 12 years of age and older who have COVID-19 symptoms, have been exposed to someone with COVID-19, or who may be symptomatic. Testing is open to all residents and individuals who work in Delaware County. Critical and essential workforce—including first responders, healthcare system employees, grocery workers—and those at higher risk, including residents over the age of 65 and those with pre-existing health conditions, will be given priority.
Testing is available for both insured and uninsured residents. There are no out-of-pocket expenses or co-pays for those with health insurance. Please bring your insurance card to the testing site. A prescription from a doctor is not required. Upon arrival, residents will need to complete a registration form and a consent form. Residents are required to wear a mask/face covering at the test site.
Test results typically take up to 5-7 business days and will be sent by mail. Effective August 11, residents have the option of receiving test results faster through an online portal hosted by HNL Lab Medicine. Residents who elect to provide an email address will be able to create an online account on the MyHNLAccess portal at https://myhnlaccess.force.com/Patients/hnlloginpage where they can access their results. Residents who test positive will also receive a call from the Chester County Health Department.
